Ok, i'm a beginner at this web design stuff so be patient. I have this idea of how i want my this website to look like. I drew it out on paper first {nice and neat} with exactly how i want it to look like. For example if i were to draw a flower with flames as petals or an ocean with flames ontop with good detail how would i put that on the computer to have it as a web page background???? The ideas in my head would be to hard to draw out with dreamweaver's pencil or brush. So how do i get my hand scetches as web pages?

I would suggest you learn to hand-code your html, then you should definitely learn CSS as you next step, this is a absolute minimum (by todays standards).
You should also buy your own domain-name, an example would be is http://www.one.com/ or http://www.godaddy.com/ hosting is really cheap these days.
When uploading your site, you would use a program, such as SmartFTP - http://www.smartftp.com/

You most likely won't remember everything, even experianced webdesigners use the referance every now and then. But you will come to memorize the functions/codes/tags you use the most.
All you really need is, a copy of notepad. But generally any text-editor would get the job done, i usually allways use notepad. But for bigger projects i use notepad++ for syntax highlighting, and tabbed editing.

You can scan your scetches, and colorize them with gimp, or Photoshop, whatever you prefer.
Presumebly you would want to make necessary alterations in either Photoshop/Gimp or Paint Shop Pro. For instance, cut your scetch into servel images, allowing to better use your scetch as backgrounds.
You may want to make your scetch seamless, this can also be done using Photoshop or Gimp. However theres a cheap alternative called TextureMaker - http://www.texturemaker.com/download.php
